Pacific Northwest National Laboratory (PNNL) prepared this analysis to support DOE in evaluating the economic impacts associated with updated codes in residential buildings. This analysis focuses on single-family and low-rise multifamily residential buildings based on the latest edition of the International Energy Conservation Code (IECC).

The Department of Energy (DOE) Building Energy Codes Program (BECP) periodically evaluates national and state-level impacts associated with energy codes in residential and commercial buildings. Pacific Northwest National Laboratory (PNNL), funded by DOE, conducted an assessment of the prospective impacts of national model building energy codes from 2010 through 2040. This current version is another fully updated report that includes code updates (ASHRAE 90.1-2022 and 2024 IECC), as well as additional enhancements and updates, including updated energy prices, state code adoption dates, emission factors, and renewable energy contribution among others.

The U.S. Department of Energy (DOE) tasked Pacific Northwest National Laboratory (PNNL) with updating commercial building1 construction weights for the purpose of estimating national and state-by-state energy savings impacts of changes made to various commercial energy codes and standards. For commercial building analyses, PNNL typically uses a suite of 16 prototype buildings simulated in the 19 ASHRAE climate zones with 16 of them present in the United States. The 2008-2022 commercial building weighting factors were derived using the same approach employed to develop the 2003-2018 set (Lei et al, 2020).

The purpose of this analysis is to examine the cost-effectiveness of the 2022 edition of ANSI/ASHRAE/IES2 Standard 90.1 (Standard 90.1-2022), which is developed by the ASHRAE Standard Standing Project Committee (SSPC) 90.1, and is the model energy standard for all commercial buildings and multifamily residential buildings over three floors.PNNL analyzed the cost-effectiveness of changes in Standard 90.1-2022, compared to the previous 90.1-2019 edition, as applied in commercial buildings across the United States.

This document is intended to be a reference manual for the Appendix G Performance Rating Method (PRM) of ANSI/ASHRAE/IES Standard 90.1-2022 (Standard 90.1-2022). The PRM can be used to demonstrate compliance with the standard and to rate the energy efficiency of commercial and high-rise residential buildings with designs that exceed the requirements of Standard 90.1.
